Stacy Starkey
President
Chief Executive Officer
Stacy began her career with Savings Bank in 1994. She held positions in the Investment Department, Consumer Lending and Commercial Lending, before being promoted to Senior Lending Officer in 2015. In January of 2021 she was named President and in July of 2021 she was named President and CEO. Stacy graduated from Ukiah High School, earned a Bachelor of Science degree in Finance from the University of Southern California, and completed Pacific Coast Banking School, the nation’s premier masters-level extension program for senior officers in the banking industry.

Jeff Mindling

Chief Credit Officer
Jeff joined Savings Bank in January 2021. He brings more than 30 years of banking experience in credit and loan operational risk, consumer, small business and commercial lending and bank safety and soundness oversight. He has also played a key role in growing safe and sound loan portfolios for several community banks. Prior to joining Savings Bank, Jeff served as Chief Credit Officer for several community banks in the Florida market as well as positions in lending, loan operations and credit underwriting. Jeff holds a Bachelor of Science degree in Finance and a Master of Business Administration.

Robert Hartline

Robert has over twenty years of combined banking experience both working in the banking industry and providing audit and consulting work to financial institutions. Born in Mendocino County, Robert was happy to return in 2013. Robert is responsible for the finance, treasury and accounting functions at the Bank. He is a Certified Public Accountant and received his Bachelor’s Degree in Business Administration with a concentration in Accounting from California State University, Chico. Robert is involved in local organizations with focuses in economic development and historical preservation. Additionally, Robert is actively involved in Ukiah’s youth sports programs.

Jim Ratchford

Jim Ratchford is an accomplished technology leader with over two decades of experience across multiple industries, including banking, education, manufacturing, hospitality, eCommerce, and transportation. A 28-year veteran of the United States Air Force, he has held strategic roles leading IT initiatives that drive operational efficiency and business transformation. His global career has included leadership assignments in the U.S., Europe, and Asia, where he has overseen complex projects and built high-performing teams. Known for his adaptability and cross-functional expertise, Ratchford brings a mission-focused approach to innovation and continuous improvement. His focus on service excellence fully supports the Bank’s customers.

Rena Macapagal

Rena Macapagal joined Savings Bank of Mendocino County in November 2024 as Executive Vice President and Chief Banking Officer. She oversees retail banking, consumer and commercial lending, residential real estate, and marketing. Rena brings over 20 years of experience across community banks, credit unions, and commercial banking. Before joining Savings Bank, she served as Head of Retail at San Francisco Federal Credit Union and held senior positions at Bank of Marin and Comerica Bank. With a strong focus on people leadership, operational excellence, and community impact, Rena is committed to fostering collaboration across teams and driving meaningful results for customers and the organization.

Tina Rader

Tina began her banking career in 1977. She came to Savings Bank with more than 15 years in bank operations. Tina joined the Savings Bank Human Resources team in 1998 and promoted to Human Resources Director in 2009. She currently serves the Bank as Human Resources & Training Director. Tina holds an Associate of Science Degree in Business Office Technology and another in Small Business Management from Mendocino College. She is a graduate of the Sonoma State University Human Resource Management Certificate Program, a SHRM Certified Professional, and a Leadership Challenge Facilitator. Tina is dedicated to the professional development and prosperity of Savings Bank employees. She believes that collectively we are more creative, intelligent, and productive than we are as individuals. Her leadership philosophy is – “Together we are better. Together we are brighter. Together we are the best of the best.”

Donna Gradek

Donna began her career in 1989 and has since held key roles across the organization, contributing to operational strength and service excellence. Now serving as Senior Vice President of Operations, she provides leadership and oversight for Customer Support, Electronic Banking, Security, and Training. Known for her collaborative leadership and deep institutional knowledge, Donna plays a critical role in enhancing systems, supporting staff development, and ensuring seamless service across channels. Her commitment to operational integrity and customer care reflects the Bank’s dedication to trusted, responsive, and community-driven banking.

Sharla B. Reed, AAP

Sharla was born and raised in Ukiah. She received an Associate’s degree from Mendocino College and a Bachelor of Arts degree from California State University Sacramento. She began her banking career in 1993, spending the first year in Central Services covering several positions prior to moving to the Electronic Banking Department (EBD). In 1997, she received an Accredited ACH Professional Certification, and after holding several positions in EBD she promoted to the Department Manager in 2013. Sharla feels lucky to be part of the Electronic Banking Department’s growth from what was 2 employees offering 3 products, to a department of 9 employees currently offering 12 products: Debit Cards, iTMs/ATMs, TeleBank, Online Banking, BillPay, Remote Deposit Capture, Merchant Bankcard Processing, Wire Transfers, ACH Origination, Mobile Banking, Mobile Deposit and MobiMoney. Her time with the Bank has been an exciting experience and she looks forward to the continued opportunity to offer products and services that are beneficial to our customers.

Tammy Kuny

Tammy first began her career with Savings Bank in 1983. She and her Loan Operations team make customer service a top priority, providing loan servicing at the Bank. They oversee loan payments and pay-offs, assist customers with billing inquiries, and much more. Tammy enjoys living and working in beautiful Mendocino County and has called it home for more than 40 years.

Victoria Brittain

Victoria began her career with Savings Bank in 2003 as a Teller at the South Ukiah Banking Center. She has worked in the Lending department as a Loan Secretary and the Compliance department as a BSA Specialist. Victoria now serves as the Customer Support Manager, bringing her wealth of knowledge and expertise to the team. She oversees the many back-office functions of the Bank and is instrumental in managing the Call Center. Beyond her professional endeavors, Victoria is deeply involved with local non-profit youth organizations, dedicating her time to providing enriching activities for the children of our community. Her commitment to both her professional and philanthropic pursuits reflects her unwavering dedication to making a positive impact wherever she goes.

Susan Walker

Susan began her career with Savings Bank of Mendocino County in 1998 as a Teller and has grown with the organization through roles including New Accounts Representative, Banking Center Manager, and Video Banking Center Manager. Most recently, she served as Banking Center Operations Assistant Administrator before being promoted to Head of Retail Banking, where she now oversees all nine branches. With a strong foundation in customer service and branch operations, Susan is dedicated to leading with integrity, supporting team development, and ensuring an exceptional experience for every customer. Her long-standing commitment reflects the Bank’s mission to serve our communities with trust, care, and personal attention.
